The numbers show that the highest numbers, not %, of deviant behavior and poverty lie with white people. It sounds bad when you say 20% of this or that is bad, but 20% of 1000 is a fairly small number when you compare 10% of 100000....it is significantly more. White people have the raw numbers to make their stats look less damaging but that is rapidly changing as well. Bottom line...the real numbers show that the majority of deviant behaviors and welfare cases are those of non blacks, but the %% show there is a severe lack of cohesion in other...all other communities. The only difference....most of the other groups have the resources and numbers to do better all the time.

it doesn't make any sense at all to look at raw data without analyzing it, and converting it to a percentage, because it doesn't give you a fair comparison between groups. whereas if you convert the raw data to a percentage you're theoretically making both groups the same size (100) and can then see in which group the rate of incidence is higher.
now, if there's a bias in data collection, that's another story but this is elementary data management.
