However, as the Southern half of the Democratic party, many of those that identified as Democrats but disagreed with the Civil Rights Act and the Voting Rights Act turned away from the Democratic party and most of them became Republicans, and the national Republican Party pushed the values those racist Southerners wanted to maintain creating "codes" like "states' rights," "forced busing," and "starving the beast."
