Eyewitnesses shared video with Your Basin of rapper Tone Loc arguing with the teen's parents and then being handcuffed by police while the family walks away.
The witness claims Loc initially asked the teen, "How you gonna wear a hat like that in front of a Black man?" before things escalated.
Loc was later released without charge
