The tattoo parlor that let Rihanna practice her inking skills got fined by the city of New York for "operating with an unlicensed tattoo artist on site." The fine could run anywhere from $200 to $2,000.

Richard Thomas says Tyra owes him $5,820 for services rendered as an "assistant and advisor" but when he tried to file his suit he was told he has to ask Tyra for the dough [and be refused] before he can sue, but Rich says he hasn't been able to reach her.

Damn, Shante'

A blog called The Slate did a little digging into the Roxanne Shante got her PhD story [click here if you missed that] and come to find out it's not true. Rox admitted to The Slate that she doesn't have her Phd, didn't have a deal with Warner and that The NY Daily News got the story wrong.
