That is a Moorish style hat William Lee is wearing. These are the people that were bullying these lands at the time of Washington‘s life. Power was being transferred. This man was not a slave. He was an interpreter for Washington., Since most indigenous people on these lands spoke Hebrew.
Unless Billy Lee had the right to walk off that plantation and go anywhere he wanted, he was a slave. He might have been a slave-interpreter, but the word "slave" came first.
